Practical Carbon Reduction Consultancy

Reducing business emissions starts with understanding where they are generated and which changes will make the greatest difference.

Carbon Neutral Group helps businesses measure Scope 1, Scope 2 and relevant Scope 3 emissions, establish a reliable carbon baseline and identify achievable opportunities for improvement.

You may already have emissions data but need help turning it into a workable strategy. Alternatively, you may be starting from the beginning and need support understanding what information to collect.

Our carbon reduction consultants can help in either situation.

Discuss Your Carbon Reduction Requirements

What Does a Carbon Reduction Consultant Do?

A carbon reduction consultant helps an organisation measure, manage and reduce its greenhouse gas emissions.

This usually starts with defining which parts of the organisation and which emissions sources need to be included. Your available information is then collected, reviewed and converted into an emissions baseline.

Once the greatest sources of emissions have been identified, practical reduction measures can be evaluated according to:

  • Potential carbon savings
  • Financial cost and possible savings
  • Ease of implementation
  • Operational impact
  • Available resources
  • Short, medium and long-term timescales
  • Customer, tender or reporting requirements

The result should not be a generic sustainability document that is filed away and forgotten. It should be a usable carbon reduction strategy with clear actions, responsibilities, targets and review dates.

Our Carbon Reduction Consultancy Process

We begin by establishing why your business needs carbon reduction support.

You may be preparing for a tender, responding to an important customer, trying to reduce costs or turning a Net Zero commitment into a practical plan.

Understanding the commercial objective allows us to recommend the right scope of work rather than giving you services you do not need.

We agree which operations, locations, companies and emissions sources need to be included.

Clearly defined organisational and operational boundaries make your calculations more reliable and allow results to be compared consistently in future reporting periods.

Depending on the agreed scope, we may review information relating to:

  • Electricity, gas and other energy use
  • Company vehicles and fuel
  • Refrigerants
  • Business travel and accommodation
  • Employee commuting and homeworking
  • Waste and water
  • Purchased goods and services
  • Freight and distribution
  • Capital goods
  • Leased assets
  • Supplier activity

If some information is unavailable, we explain what can be calculated, which assumptions may be required and how data collection can be improved.

Your information is converted into carbon dioxide equivalent emissions, commonly shown as tCO₂e.

Calculations can cover:

  • Scope 1 direct emissions
  • Scope 2 emissions from purchased energy
  • Relevant Scope 3 value-chain emissions

We use recognised methodologies and appropriate UK greenhouse gas conversion factors.

We pinpoint the activities and suppliers that account for the largest share of your carbon footprint, helping you focus your efforts where they deliver the greatest impact. This ensures you avoid spending time on highly visible but low‑impact initiatives.

  • Quantify major hotspots with clear percentages and tCO₂e values.
  • Prioritise by impact and influence, creating a simple Tier 1–3 action order.
  • Assess control levels to distinguish direct emissions from supplier‑driven ones.
  • Reveal hidden hotspots such as purchased goods, capital goods, logistics and cloud services.
  • Flag false hotspots that appear important but contribute very little.
  • Explain hotspot drivers like spend patterns or supplier intensity.
  • Link each hotspot to practical reduction opportunities

Potential actions are assessed according to impact, cost, practicality and timescale.

Recommendations could include:

  • Improving energy efficiency
  • Reviewing energy procurement
  • Reducing fuel consumption
  • Moving towards lower-emission vehicles
  • Improving route and logistics planning
  • Reducing unnecessary travel
  • Reducing materials and waste
  • Changing purchasing decisions
  • Engaging suppliers
  • Improving carbon data collection
  • Introducing environmental criteria into procurement
  • Updating internal policies and staff practices

We turn the findings into a structured and achievable plan.

The strategy can include immediate actions, longer-term investments, measurable targets, assigned responsibilities, reporting requirements and progress milestones.

Carbon reduction is an ongoing business process.

We can help you update emissions calculations, track progress against your baseline and communicate results clearly to directors, customers, procurement teams and other stakeholders.

Carbon performance is becoming increasingly important in public procurement, private supply chains and tender submissions.

PPN 006 sets out how Carbon Reduction Plans can be considered when procuring relevant major central government contracts under the Procurement Act 2023. The associated guidance applies to qualifying contracts valued above £5 million per year, including VAT, subject to relevance, proportionality and specified exclusions.

PPN 006 replaced the previous PPN 06/21 arrangements for procurements commenced under the Procurement Act 2023. The older term remains widely searched and may still appear in tender documents and business enquiries.

A compliant Carbon Reduction Plan may need to include:

  • A commitment to achieving Net Zero by 2050 in the UK
  • Baseline emissions
  • Current reporting-year emissions
  • The required Scope 1, Scope 2 and Scope 3 information
  • Environmental management and carbon reduction measures
  • Appropriate organisational approval
  • Publication in the required format
  • Regular updating

The precise requirements depend on the procurement exercise. You should always review the tender documentation rather than assuming every buyer uses identical criteria.

Carbon Reduction Plans may also be requested for smaller public contracts, procurement frameworks or private supply chains even where the formal PPN 006 threshold does not apply.

The Business Benefits of Carbon Reduction

Compete for Contracts

Reliable emissions data and a structured Carbon Reduction Plan can help your organisation answer sustainability questions and meet procurement requirements.

Meet Customer Expectations

Larger customers increasingly need information from suppliers to understand and manage emissions across their own value chains.

Find Operational Savings

Measuring emissions can reveal inefficient energy use, unnecessary travel, avoidable waste, excessive fuel consumption and other activities that increase costs.

Focus Investment Where It Matters

An emissions baseline helps prevent time and budget being spent on activities that make little difference to your organisation’s overall footprint.

Strengthen Business Credibility

Clear evidence, measurable targets and transparent reporting are more credible than unsupported environmental claims.

Improve Long-Term Resilience

A structured strategy can help your organisation prepare for changing customer expectations, energy costs, reporting standards and supply-chain requirements.

Create a Measurable Route to Net Zero

Instead of treating Net Zero as a distant ambition, your organisation gains defined actions and milestones against which progress can be assessed.

Support Better Business Decisions

Reliable carbon data can help prioritise, assess investments and make informed decisions about energy, transport, purchasing, suppliers and future operations.

Support With Scope 1, Scope 2 and Scope 3 Emissions

Scope 1 covers direct emissions from sources owned or controlled by your organisation. Examples may include fuel used in company vehicles, gas used for heating and refrigerant losses.

Scope 2 covers indirect emissions associated with purchased electricity, heat, steam or cooling used by your organisation.

Scope 3 covers other indirect emissions across your value chain. These may include purchased goods and services, freight, waste, business travel, employee commuting, leased assets and use of sold products.

The GHG Protocol divides Scope 3 into 15 upstream and downstream categories. Not every category will necessarily be relevant to every organisation.

Our consultants help you identify the categories that matter to your business, establish suitable calculation methods and create a proportionate process for improving the underlying data.

A carbon reduction consultant helps an organisation measure its greenhouse gas emissions, identify the greatest sources of emissions and create a practical strategy for reducing them. They may also help with Carbon Reduction Plans, Net Zero targets, tender requirements and ongoing reporting.

The cost depends on the size and complexity of your organisation, the number of sites, the emissions scopes being assessed, the availability of data and the required deliverables. Carbon Neutral Group provides tailored quotations after an initial consultation.

Timescales depend on your organisation and how readily the required data can be collected. A smaller organisation with accessible energy, fuel and travel information will generally progress more quickly than a multi-site organisation requiring extensive Scope 3 analysis

The required information may include energy bills, fuel records, vehicle mileage, business travel, waste, water, employee commuting, freight, purchasing and supplier data. We will provide a checklist based on the agreed scope.

A credible carbon reduction strategy requires a reliable emissions baseline. If your organisation has not calculated its footprint, a carbon audit will normally be the first step. If you already have calculations, we can review their scope, boundaries, data and methodology.

A carbon audit measures and analyses your greenhouse gas emissions. A Carbon Reduction Plan uses emissions data to record your baseline, targets, existing measures, future actions and Net Zero commitment. The audit provides the evidence on which a credible plan is built.

A Carbon Reduction Plan records emissions, targets, commitments and reduction measures. A Net Zero strategy normally provides a broader long-term pathway covering implementation, investment, responsibilities, governance and reporting.

Yes. We can help identify the relevant Scope 3 categories, collect available information, select suitable calculation methods and improve data quality over time. The scope should reflect your organisation and the purpose of the assessment.

Not every UK business is legally required to publish a Carbon Reduction Plan. However, one may be required for particular central government procurements, frameworks, private tenders or customer relationships. Always check the conditions of the specific opportunity.

PPN 06/21 has been replaced by PPN 006 for procurements commenced under the Procurement Act 2023. The older name remains widely recognised and searched, so it is still helpful to explain the relationship between the two.

Measuring emissions can reveal opportunities to reduce energy use, fuel, travel, waste and inefficient purchasing. Not every carbon reduction measure will produce an immediate financial return, so recommendations should be assessed according to cost, carbon impact, feasibility and wider business value.

No. A business should prioritise measuring and reducing its emissions. Credible offsetting may then be considered for residual emissions that cannot currently be avoided. It should support a wider carbon reduction strategy rather than replace one.
