Carbon Reduction Plans for Tenders and Procurement
Carbon performance is becoming increasingly important in public procurement, private supply chains and tender submissions.
PPN 006 sets out how Carbon Reduction Plans can be considered when procuring relevant major central government contracts under the Procurement Act 2023. The associated guidance applies to qualifying contracts valued above £5 million per year, including VAT, subject to relevance, proportionality and specified exclusions.
PPN 006 replaced the previous PPN 06/21 arrangements for procurements commenced under the Procurement Act 2023. The older term remains widely searched and may still appear in tender documents and business enquiries.

Scope 1 Emissions
